Balboa vl200 52487 topside control?

How does a person program this controller? When it was first installed to the balboa vs501 and plugged in the pump ran continuously even at the set temperature of 104. I lowered the temperature to 102 then press another button. The system stopped pumping until the temperature dropped to 99 the kicked back on until it reached 102 The system worked fine until someone tried to increase the temperature to 104. I now have a flashing code alternating with a temperature. There are no manuals given with Balboa equipment and when I call Balboa techs they say they will only speak with licensed electricians or installers. I'm not sure if I understand this logic for setting a temperature control. Can you help?
