Can i use a electrician from another state on a new construction?

Different states have different requirements. Most states have reciprocal agreements with other states, usually neighbor states. All the states have 'owner builder' laws that allow the owner to pull permits to do the work on his or her own residence. There's no law against having someone help you, but you are supposed to be on the job doing the work. On the other hand, Wyoming is a state that might have fewer inspections than other areas with a higher population. Make sure he's certified.
