My outside electrical outlets have no power.?

I had two separate outlets I was using to power outside lights. Rain ended up shorting and melting my extension cords and shorting out the outlets. Neither outlet tripped the breaker at my panel nor the gfi's upstream from the outlets. I reset the breaker and gfi anyway and tested the outlets with my meter but no power. I took out each outlet and checked for damage and power coming into them, nothing. I know I need an electrician out but I was wondering if any electrician might have an idea what's going on. The house was built in 1998 and I am a HVAC tech so I do have some experience with electricity.
