What can be done to increase the mothers return & survival of baby robins when moving their nest?

My husband is an electrician working on a job where there is a nest of birds inside of a commercial electrical panel ( 8' wide x 8' high x 6' deep). Tomorrow he has to work on this HIGH voltage panel "hot" -- while still conducting electricity at a voltage that delivers fatal shocks. Once he disconnects the panel, it will be immediately torn down to be replaced. He notified his boss about the nest and was told to "move it". Since he knows if he doesn't do it, someone else will- and they are notb likely to be concerned about the birds. what can he do? obviously, we know better that to interfere and would just wait it out as we have done many times in the past-if it were up to us this time-thanks again!
