What kind of light bulbs or special lights are these?

I just moved into a new apartment. I noticed the ceiling lights in the living room and bedroom do not turn off all the way when I flip the light switch to off. Instead, they just go dim. But they bother me at night, especially the one in the bedroom because I light complete darkness when I go to sleep. Does anyone know what kind of lighting this is? Can I fix it by just switching out the light bulbs? Or do the property management have to hire an electrician?
